After the CIAF was splintered and effectively wiped out during the Pandorans' invasion of the Independent worlds and the Great Panic, Twineham joined the Allied Forces of the remaining Independent worlds and the Confederation. He was with Elliott Parks' fleet that went to Kethlan in search of Jason Zackaria, and led the ground forces that descended to the planet's surface.

Though he and his teams searched throughout the Imperial capital for the admiral, they arrived too late to prevent his departure, after he was attacked by rogue Pandorans, and Simon Dodds, Enrique Todd, and Chaz Koonan failed to stall Zackaria any longer.
