Neal Stockwell is an elected spokesperson of Oracle IX, a planet in Independent space. He spent a lot of time attending IWC Assemblies and discussing matters pertaining to the Pandoran war machine and the evacuation of Oracle IX, in preparation for Operation Sudarberg.

Stockwell revealed that the evacuation of Oracle IX was not progressing as fast as had been liked. He indirectly blamed the Helios Confederation and the other members of the Assembly for failing to prioritise the planet, given its far larger population than most others being assisted.

He also caused a faux pas when he asserted that old women were of no use to the Enemy or anyone else, forgetting that CSN Fleet Admiral Amanda Jenkins had been a subject of ridicule for a short time, due to her age (being known as "Captain Granny" by the tabloid press). He meant no offence.
